What is Zoning?

(This information is provided in an attempt to inform the public of when you should check with the zoning administrator for a permit.)

 

Any type of remodeling (interior and/or exterior), sub-divisions of acreage, boundary line adjustments, rezoning, electrical, mechanical, fences, decks, porches (covered & uncovered), driveways, new construction, tent set-up, signs of all types, detached garage or metal sheds, and accessory buildings. If you don't see your project listed just call the zoning administrator at 540-713-4062 for more information. If you go to Rockingham County first, your chances of being sent back to the town for a permit is about 99.99%.

ZONING is a device of democratic people for mutual protection. The protection is from those who recognize no rights of others, insist upon all rights for themselves.

Zoning is the best method so far devised for directing building development for the combined purpose of securing safety from fire and accident, protection of health, morals, comfort, prosperity and general welfare, preservation of property values and improvement, and beautifying of towns.

Our right to property is the same as our right to liberty; it is subject to the greater rights of all the citizens.

Volunteer Opportunities

The Town of Elkton currently seeks volunteers to serve on its Board of Zoning Appeals. The Board of Zoning Appeals (BZA) is composed of five citizens of the Town, each appointed by the Town Council. All Board members are residents of the Town and are appointed to serve a term of five years unless appointed to fill a vacancy for an unexpired term. Applicants for the Board must be residents of Elkton and 18 years of age or older. Persons interested in serving should fill out the volunteer application and return it to dhammer@townofelkton.com. Open until filled. 

Planning Commission

The Elkton Planning Commission is a group made up of seven members. They are appointed by council and serve 4-year terms to act as an advisory board on zoning and land issues. They serve both the council and the zoning administrator. The commission works to maintain the Comprehensive Plan for the town, reviewing ordinances and recommending proper zoning for all property brought into the town by annexation and/or boundary line adjustments, and other land development issues.

Members are compensated a small fee monthly to serve on the board. Meetings are always open to the public, and issues are discussed as they arise. Their objective is to help individuals and businesses achieve their goals within the boundaries of the town code and in a way that benefits the whole community. Regular meetings are held the first Tuesday of each month in the Council Chambers located in the Elkton Area Community Center at 20593 Blue and Gold Drive at 7:00pm. Notice will be posted in advance if a meeting is rescheduled.

Duties:

The Town of Elkton Planning Commission serves in an advisory capacity to town council to plan for the future development of our town. It’s common duties include, but are not limited to, the following:

  • Prepares and Reviews Comprehensive Plan

Board of Zoning Appeals (BZA)

The Town of Elkton Board of Zoning Appeals was established pursuant to the provisions of Article 7, Chapter 22, Title 15.2 of the Code of Virginia. The duties of the BZA powers, duties, and procedures are set forth in broad terms in the State Code and are furthered detailed in the Code for Town of Elkton.
