Mayor - Joshua Gooden

Joshua Gooden is a lifelong resident of the Town of Elkton and was first elected to the Elkton Town Council in November 2012 and elected as mayor in November 2018. He is a graduate of East Rockingham High School and Bridgewater College and currently serves as the Economic Development and Tourism Coordinator for Rockingham County.
As an avid photographer, he can be found at almost every town event snapping pictures and capturing the moment for the community. He is an active member of the Elkton Downtown Revitalization Corporation, Elkton Progressive Improvement Committee, Shenandoah Valley Tourism Partnership and Harrisonburg-Rockingham Chamber of Commerce to name a few.


Josh has a passion for serving small businesses and helping to connect them with local, regional and state resources as well as promoting his hometown through special events.  Josh is active in planning the annual Elkton Autumn Days, EPIC Fest Beer and Wine Festival and volunteering for various other organizations events.

One of his favorite projects since joining the Elkton Town Council was the Ben Graessle Memorial Basketball Court project that was dedicated in August 2017. The public-private partnership constructed a new basketball court where a once dilapidated tennis court was in the downtown area of Elkton and serves a hub for young kids, youth and adults to gather and play basketball.

Vice Mayor - Phillip "Rick" Workman

Rick is a lifelong resident of Elkton and 1972 graduate of Elkton High School.  Upon graduating, he joined the Army and served for 21 years.  Seeking adventure, he became a paratrooper, military freefall skydiver, drill sergeant and a linguist speaking Chinese, Tagalog and Spanish while serving in various Special Forces units worldwide.   Rick married Debbie Templon, also from Elkton and has three daughters and seven grandchildren.  After the military, Rick worked 21 years at Merck as a chemical operator, safety trainer and boiler engineer until retiring again.  He formerly served Elkton as a Town Councilman for 8 years until an unsuccessful run for Mayor in 2012.  Rick is a Ruritan, member of the American Legion, VFW and EDRC.  He enjoys lending a hand in community projects and participating in special town events.  His hobbies are woodworking, yard work, traveling and just being a Grandpa!  I’m proud of my home town of Elkton and hope to assist it as it grows and prospers.

Council Member - Virginia Fulginiti

Council Member - Rachel Michael

Virginia Fulginiti returned to Elkton 10 years ago after living in Harrisonburg for over 20 years.  She graduated from Bridgewater College in 2005 with a BS in Liberal Studies. After graduation she pursued a career in education until 2012.  During that time she taught in Rockingham County, Shenandoah County, and Harrisonburg City; she currently works at James Madison University as an administrative assistant.  In her spare time, Virginia is actively involved in Milnes Chapter No. 3, Order of the Eastern Star and also has her own business as a professional wedding day coordinator.  

 

Virginia and her son Zackary, along with their two pups, Jewel and Poppy, enjoy traveling and spending time outdoors together.  She also enjoys quilting, reading, cooking and baking, and any activity that affords her and her son time together to have fun.  Virginia is passionate about her hometown and is looking forward to working with the citizens to make positive changes and promote growth for the Town of Elkton.

Council Member - Aaron Napotnik

Rachel Michael has been a town resident of Elkton, VA since 2018. She lives in town with her husband, Chris and their dogs, Gideon and Remi. Rachel was raised in Orange County Virginia and graduated from Orange County High school. She completed her undergraduate at  Bridgewater College where she studied Business and Finance. She currently serves as an Operations Manager for Merck & Co here in Elkton. Rachel is an active member of the Merck Women's Network and Bridgewater Volleyball Alumni group.

 

Her passions include kayaking and fishing on the south fork of the Shenandoah River with her family. Rachel is an avid reader who promotes women reading programs here in the valley. She also coaches and plays volleyball for various Rockingham recreation programs. Her core values include trust, accountability, and teamwork. She also believes in promoting diversity and inclusion for equal opportunities.

Council Member - Jan Hensley

Jan Hensley spent most of her professional career working in public service on Capitol Hill and for nonprofit organizations.

 

In 2013 she moved to Elkton, where her dad was born and raised. She is an avid researcher and area explorer, and has published three books that share the history, lives, and records of early Elkton and area families.  Jan holds a B. A. from the University of Virginia.

Council Member - Louis Heidel

Louis moved with his family from St. Louis, MO to Buena Vista, Virginia in 1968. After graduating from Parry McCluer High School in 1970, he continued his education at Virginia Tech and received a BS degree in Agronomy (crop and soil science) in 1974. In September of 1974, Louis began his career with the USDA, Natural Resources Conservation Service in Winchester, Virginia, and worked throughout the Shenandoah Valley. In 2002, he accepted a position in the Harrisonburg Area Office completing a 40+ year career as Assistant State Conservationist for Field Operations.

 

Louis moved with his wife, Donna, to Elkton in August of 2014. He enjoys camping, fishing, riding his Harley, and vacationing with family and friends. His goal is to support the citizens of Elkton, promote economic growth, and make Elkton a town people want to visit and raise a family.

Meetings of the Commission may be held in the conference room at Town Hall, 173 W. Spotswood Avenue, Elkton, Virginia 22827 after proper notice.
