Mayor - Joshua Gooden

Joshua Gooden is a lifelong resident of the Town of Elkton and was first elected to the Elkton Town Council in November 2012 and elected as mayor in November 2018. He is a graduate of East Rockingham High School and Bridgewater College and currently serves as the Economic Development and Tourism Coordinator for Rockingham County.
As an avid photographer, he can be found at almost every town event snapping pictures and capturing the moment for the community. He is an active member of the Elkton Downtown Revitalization Corporation, Elkton Progressive Improvement Committee, Shenandoah Valley Tourism Partnership and Harrisonburg-Rockingham Chamber of Commerce to name a few.
Josh has a passion for serving small businesses and helping to connect them with local, regional and state resources as well as promoting his hometown through special events. Josh is active in planning the annual Elkton Autumn Days, EPIC Fest Beer and Wine Festival and volunteering for various other organizations events.
One of his favorite projects since joining the Elkton Town Council was the Ben Graessle Memorial Basketball Court project that was dedicated in August 2017. The public-private partnership constructed a new basketball court where a once dilapidated tennis court was in the downtown area of Elkton and serves a hub for young kids, youth and adults to gather and play basketball.
Vice Mayor - Randell Snow
Randell is a lifetime Elkton resident. He has a BS from Madison College, served in the United States Air Force, and is retired from Rockingham County Schools. He currently serves on the Elkton Ruritan Club and was a former President, along with being a current member of the Jr. O.U.A.M. As a member of the Elkton Recreation Commission - Randell has the absolute best interest of the community and the events going on within it. He has served many terms on town council over the last 40 years.

Council Member - Steve America

As a proud resident and member of the Town Council, of Elkton, Virginia, Steve is an Entrepreneur and Life Coach with energy and extensive involvement in his field of skills. He is a dedicated and result-driven professional who believes in utilizing his impeccable skills to always meet the needs and concerns of the residents of the town of Elkton.
Over the years Steve has been involved in various fields and professions in which he has earned himself recognition, reputation, and accolades, but nothing is as rewarding to him as the glowing reviews from Elkton townfolks. He was voted first place in the News Virginian's Valley Favorite's contest in the category; Counselor / Therapist for 2017. What’s more, he is a former KYDA Pro Wrestling battle royal winner, and Universal Champion. Steve holds a black belt in Mang Ho martial arts. He is also a published author and songwriter. This experience has awarded him an almost natural flair of handling different projects while also doing the best to help those around him. Currently, Steve runs a booth, the Steve America Store, in the Elkton Emporium.
When he is not working or attending to Elkton residents, Steve enjoys spending time with his two daughters and grandson.
Council Member - Jay Dean
Both married and residing in Elkton for 45 years, Jay Dean and his wife Barbra have two children together (Jessica and Anthony) along with 3 grandchildren (Austin, Annabelle, and Jaxson). He is a U.S. Army Veteran who served from 1968-1970. He retired from Reynolds Metal 30 years ago and worked for McDaniel's an additional 8 years. Jays foundation is that he loves his country, his town, Jesus Christ, and his family.

Council Member - Troy Eppard
Council Member - Phillip "Rick" Workman

Rick is a lifelong resident of Elkton and 1972 graduate of Elkton High School. Upon graduating, he joined the Army and served for 21 years. Seeking adventure, he became a paratrooper, military freefall skydiver, drill sergeant and a linguist speaking Chinese, Tagalog and Spanish while serving in various Special Forces units worldwide. Rick married Debbie Templon, also from Elkton and has three daughters and seven grandchildren. After the military, Rick worked 21 years at Merck as a chemical operator, safety trainer and boiler engineer until retiring again. He formerly served Elkton as a Town Councilman for 8 years until an unsuccessful run for Mayor in 2012. Rick is a Ruritan, member of the American Legion, VFW and EDRC. He enjoys lending a hand in community projects and participating in special town events. His hobbies are woodworking, yard work, traveling and just being a Grandpa! I’m proud of my home town of Elkton and hope to assist it as it grows and prospers.
